The state-funded National Youth Development Agency (NYDA) has announced its support for the ANCYL’s ‘economic freedom’ march to take place on tomorrow and Friday.
The DA Youth believes this to be a violation of the Public Service Act and quite possibly the Constitution. We have, accordingly, requested the Public Service Commission to investigate.
Section 36 (c) of the Public Service Act stipulates that state employees may “not draw up or publish any writing or deliver a public speech to promote or prejudice the interests of any political party.”
Despite this, NYDA Spokesperson Siyabonga Magadla – an employee of the state – issued a press statement yesterday which said:
“The National Youth Development Agency (NYDA) is supporting the Youth March as organised for 27 and 28 October 2011 by the African National Congress Youth League.”
Magadla went as far as to “invite young people who are either unemployed, underemployed and in business to participate in the march.”
This blurring of the line between party and state is unacceptable. It is the equivalent of Treasury endorsing a DA election rally.
Not only is it unacceptable, but it is unlawful and unconstitutional. Besides violating the Public Service Act, it appears to be in contravention of section 195 (d) of the Constitution which states that “services must be provided impartially, fairly, equitably and without bias.”
I have today written to Mr Ben Mthembu, the Chairperson of the Public Service Commission, to request that he investigate this matter without delay.
The NYDA’s support for the ANC Youth League’s march reveals its true agenda. It is a political operation masquerading as a public entity. It is farcical.
The youth of South Africa deserve better.

Quite frankly, i fully support the constructive initiative that the DAYL is taking, but the organisation still need to define its role differently to the SAfrican youth. In fact, both the ANCYL and the NYDA can essentially manipulate the DAYL approach in an organised political discorse. They can make an assertion that we (DAYL) are opposing transformation in respect of economic freedom and so forth.
Again, the blurring of lines between the state and the party in power certainly undermine democracy, so the DAYL needs to entrench its support base and make moderate appeals particularly people on the ground. Nevertheless, the power lies in our hands and thus, nothing is beyond our authority…………………..let the game begin for change fellow DEMOCRATS!!

This march and the NYDA’s support of it, merely enforces my belief that the two organizations have been ‘sleeping together’ for a long period of time. In my opinion the Youth Festival scam of last year only benifited the NYDA and the ANCYL. Such disrespect of the country’s consitution is shameful and just wrong. When and where will all this stop? The very roles of both these organizations are misconstrued, the leaders of both don’t belong in those positions and the very organizations should be disbanded. What about all the ‘unemployed, underemployed and in the business to march’, march to Julius Malema’s 16million rand home? That would send a far better message to all on economic freedom.

More public money wasted to support a narrow political agenda, more money diverted away from uplifting the state of the youth, only to fight a dubious political agenda of a select few who wish to extend their access to state resources and power.
NYDA should be disbanded and the millions should be reinvested into meaningful and effective youth-centred initiatives!

A good move by the Democratic Alliance Youth. The support by NYDA for the march organised by Ancyl clearly shows how cadre deployment is hampering the progress of South African economy. And again shows that the NYDA only serve the interest of members of the Anc and Ancyl, they forget that, as the government, they should give service, support and assist all young people of South Africa as a whole irrespective of their political affiliation. The reason we still see economic inequalities in South Africa is because employees of the government does not seperate between running the affairs of the government and of the ruling party. The government is not the Anc and Ancyl, its an institution running its affairs to better the lives of its citizen but not support members of a certain political otganisation. Let us rid off cadre deployment.
